The Seventh Circuit further affirmed granting the City's motion for summary judgment in plaintiff's Fair Labor Standards Act (FLSA) claim, where the plaintiff could not show that the City was her "employer" for purposes of establishing minimum-wage claim. The Court rejected plaintiff's claim that the City was her employer because: (1) the City allowed her to drive cab; and (2) taxi-cabs perform important function for City. The fact that the City imposed extensive regulations on taxi-cab industry did not make it employer of regulated taxi-cab drivers.
